Utility boxes around the globe are being painted or wrapped in local artists' artwork. Elgin will now be among the cities to have one of these programs. Working with the city of Elgin’s maintenance department and utility companies, utility works boxes will be heat wrapped with local artists’ artwork. Not only does this program deter graffiti, it also encourages community building and placemaking while promoting original artwork by local artists. Artists can apply using the application on this page. As long as the artwork can be printed, it can be used for box wrapping. View the templates and dimension drawings here. To see which boxes are open for wrapping, utilize the map on this page. The Elgin Cultural Arts Commission (ECAC) will wrap two boxes this year: one in April and another in August. Artists interested in having their artwork vinyl printed and displayed on traffic signal boxes should complete this form. Applications are open to all artists of all levels, worldwide, but preference will be given to Elgin-based artists. A separate application must be completed for each separate artwork submission. There is no limit to the number of applications that may be submitted. Selected Artists shall receive an honorarium of up to $1,500. Artwork will be approved by the ECAC once the application has been submitted. The ECAC will review applications to ensure aesthetic quality, design, integrity, and to determine that the work is appropriate to the setting, architecture, and social context. Artwork shall not consist of any reproduction, copy, or mass-produced work of any kind, nor be obscene or harmful to others. Artwork shall consist of exceptional quality and have an enduring value to the City. After approval, the application will remain on file for two years.
